Full construction begins on 15 social rent homes at Delabere Avenue, Oldbury Court

Full construction works to deliver 15 social rent homes at Delabere Avenue in Oldbury Court are now underway, led by contractor E G Carter & Co Ltd in partnership with Brighter Places.

The development will provide two-bedroom flats, including two adaptable and accessible homes to support independent living, all available at approximately 50% below local market rent.

The homes are being built with energy efficiency at the forefront. Using a fabric-first approach alongside Air Source Heat Pumps (ASHP) and Mechanical Ventilation and Heat Recovery (MVHR) systems, the homes will be comfortable, sustainable, and affordable to run.

Alongside the new housing, E G Carter & Co Ltd has also delivered improvements to the neighbouring Oldbury Court Out of School Club, including a new wheelchair-accessible ramp and a secure parking area with CCTV, ready in time for the autumn school term.

Following delays caused by the Covid-19 pandemic, E G Carter & Co Ltd was appointed as the new development partner in spring 2025. With full construction now underway, the project is scheduled for completion in winter 2026.

Mathew Vye, Residential Director at E G Carter & Co Ltd, said: “We’re excited to begin construction work at Oldbury Court where we’ll be delivering 15 much-needed new homes. It’s fantastic to be working in partnership with Brighter Places on a project that will have such a positive impact on the local community. We look forward to bringing these homes to life and continuing our strong relationship with the team at Brighter Places.”

Anna Klimczak, CEO of Brighter Places, added: “At Brighter Places, we focus on contributing to communities by creating energy-efficient, affordable homes for local people that they are proud to call home. We’re delighted that the homes at Delabere Avenue will be available at social rent and that the scheme supports a local community asset with improvements to Oldbury Court Out of School Club.”

Councillor Barry Parsons, Chair of the Homes and Housing Delivery Committee at Bristol City Council, said: “Working with partners like Brighter Places and E G Carter & Co Ltd is key to helping us deliver high-quality, affordable homes for Bristol. Everyone should have access to a safe, warm, and affordable home, and it’s encouraging to see construction of these 15 social rent homes now underway.”

Shahi Islam, Director of Affordable Housing Grants for Homes England, commented: “Increasing the supply of quality affordable homes remains a priority, and the Delabere Avenue development is a prime example of how we can work with trusted partners like E G Carter & Co Ltd and Brighter Places to create thriving communities.”

Ebi Cole, Board Chair at Oldbury Court Out of School Club, said: “We are pleased to see construction progressing smoothly. The safety and wellbeing of children is always our priority, so we appreciate the efforts by E G Carter & Co Ltd and Brighter Places to minimise disruption and maintain safety measures. We are excited about the benefits this development will bring to our community.”

Councillor Al Al-Maghrabi, Frome Vale ward councillor, added: “This development is a fantastic addition to the area, providing energy-efficient, accessible homes while supporting the local community with improvements to the school club. I am proud to welcome a development like this to Frome Vale.”

The works are being overseen by Wellings Partnership on behalf of Brighter Places.
